One-number audit

Marange Diamonds and the US$15 Billion Claim

What can actually be established from production, export and parliamentary evidence — and what cannot.

The audit question

Can the widely repeated US$15 billion figure be treated as an audited loss from Zimbabwe’s Marange diamonds?

Big numbers travel faster than audited numbers. In the Marange debate, US$15 billion became a political and public reference point for the scale of value believed to have disappeared from Zimbabwe’s diamond sector. The problem is that repetition is not the same thing as reconciliation.

The KJR audit rebuilds the question from measurable anchors: carats produced, export values, royalties, institutional statements and parliamentary evidence. That produces a very different analytical task from asking whether the sector was well governed. Weak governance, opaque contracting or lost public value can be real concerns even when a headline number is not auditable.

The production and export data available for the period establish billions of dollars in diamond value, but they do not mechanically bridge to a US$15 billion cash loss. To reach that conclusion, an audit would need a defensible counterfactual, verified production volumes, realized prices, costs, taxes, royalties, ownership structures and a reconciliation of what should have accrued to the state versus what actually did.

The resulting KJR conclusion is deliberately narrow: the US$15 billion figure is not established as an audited loss by the evidence reviewed. That does not convert the sector into a governance success. It simply separates a strong allegation from a quantified finding.

The broader lesson is methodological. When a public claim is built around one enormous number, the first question should be whether the underlying ledger exists and whether the number represents sales, potential value, state revenue, missing revenue or an estimated loss. Those categories are not interchangeable.
